Deduplicating notifications by message text fails in both directions. A retry and a double-fired event look identical to the sender, so one gets swallowed. Two genuinely different events can word themselves the same way, and one gets dropped for no reason.
The key has to come from the caller: order id plus event. Text is a rendering detail, not an identity.
